When the ANC and the South African Communist Party (SACP) were unbanned in 1990, he helped re-establish both organisations in the then-Transvaal, and continues to organise on their behalf. Prior to his election as Treasurer-General, he served as the ANC Gauteng Provincial Chairperson.
Paul has held a number of other positions in the ANC and the ANC-Government since 1992, including Gauteng MEC for Human Settlements and Co-operative; National Minister of Arts and Culture; Gauteng Premier; Gauteng MEC for Finance and Economic Affairs; Gauteng Provincial Secretary; Gauteng MEC for Safety and Security; Gauteng MEC for Housing; Gauteng MEC for Transport and Public Works; Gauteng Legislature Leader of the House.
