Bill Morgan is a Financial Economist in the Office of Tax Policy at the U.S. Department of the Treasury, which he joined in March 2018. He is a U.S. delegate to the OECD’s Working Party 6 (transfer pricing) and has been involved at the OECD on tax issues relating to the digitalization of the economy.

Prior to his current position, he was a Managing Director of Horst Frisch Incorporated, an independent economic consulting firm, where he specialized in assisting taxpayers and governments in analyzing intercompany pricing of tangible and intangible property, services, and financial products under section 482 of the Internal Revenue Code and similar statutes outside the U.S.

From October 2011 to December 2014, Mr. Morgan served as the Chief Economist of Transfer Pricing Operations in the Large Business & International division of the Internal Revenue Service. From 1991 to 2011, Mr. Morgan worked as an Associate and then Managing Director at Horst Frisch.

He served as Co-Chair and lead economist for the American Bar Association's comment task force on the U.S. proposed cost sharing regulations and has testified before the U.S. Congress House Committee on Ways & Means as an expert on transfer pricing matters. He has published articles on timely transfer pricing issues and been a guest speaker at various industry conferences. He has an undergraduate degree in economics from Vanderbilt University and a master’s in business administration from the University of Michigan.
