Malcolm is the Global Head of Client Tax Governance for HSBC’s Commercial and Global Banking Businesses- covering 51 sites and 141 Entities. He is in his tenth year with HSBC having previously spent over 20 years with HMRC and HM Treasury.

In his current role, he has driven continuous alignment of the end-to-end Client Tax Risk management across the various Risk Pillars, providing a holistic tax risk view of clients. This approach brings together the various requirements and processes for FATCA, CRS, CCO, DAC6 and the Anti-Tax Evasion and Tax Transparency aspects of Financial Crime, all with the aim of building a single client tax reporting team of the future.

Prior to joining HSBC Group Tax in 2013 Malcolm was the policy lead in HMRC on Automatic Exchange of Information and played a lead role in the negotiations with the US in delivering and implementing the first FATCA Intergovernmental Agreement (IGA). He also played a key role as adviser to HM Treasury and HMRC in the governmental negotiations with the OECD on the development and drafting of the CRS and its commentaries.

Malcolm represents HSBC on various industry committees, including the, FATCA / CRS Business Advisory Group to the OECD and the UKFinance AEOI Working Group.
